Boeing needs to go back to its Engineering roots

I just heard about Boeing's latest "oops" as NASA decided to use SpaceX to Rescue astronauts Stuck at Space Station instead of Boeing's problematic Starliner capsule. 

Will Boeing ever recognize that its shift to Chicago in 2001 and the strategy to distance top management from daily operations and align more closely with financial market instead of its engineers contributed to most of the underlying issues and played a key role in the problems Boeing faces today, including quality control problems, the 777X delays, the 787 Deamliner issues, and  737 MAX crisis as well as the CST-100 Starliner capsule?

l am a "Seattle guy" and I used to be proud of our Seattle company. The new CEO, Kelly Ortberg needs to take Boeing back to its engineering roots.
